The following COVID-19 emergency proclamations, regulations, and ordinances have been approved by the San Mateo County Board of Supervisors. Please refer to city, state, or federal websites for any other COVID-19 emergency actions or regulations that may apply to you.

Business Proclamations, Regulations, and Ordinances

Approve an Emergency Regulation of the County of San Mateo temporarily suspending County Zoning Regulations and use permit requirements, including conditions of approval, for outdoor dining on the premises of restaurants, and for outdoor services on the premises of hair salons and barber shops, personal care services, places of worship, gyms and fitness centers, and wineries, in compliance with the social distancing and other requirements of the County Health Officer Order and State and local directives regarding reopening of businesses. This Emergency Ordinance is effective August 4, 2020. Click here to view additional details on the August 4, 2020 Board of Supervisors meeting minutes.

General COVID-19 Proclamations, Regulations, and Ordinances

Relief Efforts

Adopt a resolution: A) Authorizing the contribution of $2,000,000 to the Emergency Financial Assistance Program, comprised of Community Development Block Grant (CDBG) funds received by the Department of Housing pursuant to the Coronavirus Aid, Relief and Economic Security (CARES) Act and additional CARES Act funds or other funds as determined by the County Manager, for the provision of emergency rent assistance grants to residential tenants who are unable to pay rent due to COVID-19 or the government response to COVID-19; and B) Authorizing the disbursement of $300,000 in CARES Act funds or other funds as determined by the County Manager to Samaritan House for payment of administrative fees for administration of the Emergency Financial Assistance Program; and C) Authorizing and directing the County Manager and his designees to negotiate and execute appropriate agreements with the County's Core Service agencies for the administration of, and disbursing of grants from the Emergency ... Click here to view additional details on the August 4, 2020 Board of Supervisors meeting minutes.

Public Internet Connectivity Pilot Project: Adopt a resolution: A) Approving a $2,879,010 allocation of Coronavirus Aid, Relief, and Economic Security (CARES) Act funds for the purposes of funding the "Public Internet Connectivity Pilot Project" to improve high-speed internet access for disadvantaged students; and B) Waiving the Request for Proposals (RFP) process and authorizing: 1. The County Manager, or the County Manager's designee, to prepare and execute agreements with Smartwave Technologies for the provision of design, installation, and maintenance services that will expand the current SMC Public Wi-Fi network in an amount not to exceed $1,916,585, and for the provision of mobile wireless access points in an amount not to exceed $250,620, with both agreements having a term of August 4, 2020, to August 4, 2021; and 2. • Recommendation to: A) Approve a $2,000,000 allocation of Coronavirus Aid, Relief, and Economic Security (CARES) Act funds for the purposes of seeding the “Child Care Relief Fund,” a COVID-19 recovery fund to benefit child care programs adversely impacted by COVID-19; and B) Direct the County Manager, or the County Manager’s designee, to negotiate agreements with Community Equity Collaborative and the San Mateo Credit Union to administer and distribute grants from the Child Care Relief Fund as follows: 1. $1,350,000 to child care centers, providing a minimum of 25 grants up to $55,000 each; and 2. $650,000 to family child care homes (FCCH), providing a minimum of 65 grants up to $10,000 each.

• Adopt a resolution approving an agreement with the Community Equity Collaborative and the SMCU Community Fund for the distribution and administration of two million dollars ($2,000,000) in Coronavirus Aid, Relief, and Economic Security ("CARES") Act funds for the San Mateo County Childcare Relief Fund to provide grants to San Mateo County Child Care Centers and Family Child Care Homes for the term August 4, 2020 through October 31, 2020.

Immigrant Relief Fund: Measure K: Adopt a resolution: A) Authorizing the contribution of $2,000,000 in Measure K funds to the San Mateo County Immigrant Relief Fund to provide financial assistance to residents of San Mateo County who have been economically impacted by COVID-19, and who are ineligible for federal financial assistance programs because of their immigration status; and B) Authorizing the County Manager, or his designee, to execute a grant agreement with Legal Aid Society of San Mateo County and Mission Asset Fund for the contribution of a total amount not to exceed $2,000,000 to the San Mateo County Immigrant Relief Fund and distribution to selected recipients for a term of July 15, 2020 through December 31, 2020. Click here to view additional details on the July 7, 2020 Board of Supervisors meeting minutes.

San Mateo County (SMC) Strong Relief Fund: Click on the links below to view additional details on the Board of Supervisors meeting agenda. Final actions are recorded in the meeting minutes.

• Measure K: Adopt a resolution authorizing the donation of Three Million Dollars in Measure K funds to the Silicon Valley Community Foundation to benefit San Mateo County families and individuals, non-profit organizations, and small businesses adversely impacted by COVID-19.

• Measure K: Adopt a resolution authorizing an agreement with SMCU Community Fund for the administration and distribution of $1,000,000 in Measure K funds to benefit San Mateo County small businesses adversely impacted by COVID-19.

• Adopt a resolution approving: A) Allocation of undesignated (general support) donations through SMC Strong equally among (1) individuals and families residing in San Mateo County (the "County"), (2) County non-profit organizations, and (3) small businesses operating within the County; and B) Distribution plan for additional amounts donated through SMC Strong to (1) individuals and families residing in the County, (2) County non-profit organizations, and (3) small businesses operating within the County; and C) Development of grant program for additional amounts donated through SMC Strong to non-profit organizations.

•  Adopt a resolution authorizing and directing the County Manager, or the County Manager's designee, to execute an agreement for and on behalf of San Mateo County with Renaissance Entrepreneurship Center for administration and distribution of $200,000 in SMC Strong Funds to benefit small business owners who reside in certain target areas of the County and who are lower-income and adversely impacted by COVID-19.
