Subject:     Agreement to Provide Services Funded by Measure A Funds for Fiscal Year 2015-16

Recommendation:

Adopt a resolution authorizing an agreement with Michael Brosnan for Human Trafficking Program Coordination services for the term July 1, 2015 through June 30, 2016 in an amount not to exceed $140,000.

Discussion:

The Human Trafficking / Commercially Exploited Children Program is a new Measure A- funded initiative. Michael Brosnan will work as the Human Trafficking / Commercially Sexually Exploited Children Program Coordinator. Mr. Brosnan will work to align all law enforcement resources in the County that are working to address human trafficking. Mr. Brosnan will work with the County’s law enforcement agencies to bring stakeholders together to establish shared goals, opportunities, and priorities. Mr. Brosnan will also provide ongoing training and education, while coordinating all law enforcement activity. He will work with a contracted agency/person to assess the scope of the problem, the available services and gaps in service in San Mateo County. Additionally, Mr. Brosnan will work with all the community based organizations and the faith based community to create wraparound services for those rescued from human traffickers and those who have been trafficked. Finally, he will work to make inroads into labor trafficking through robust education and enforcement efforts. Improvement in efficiency and effectiveness of County operations and long-term savings will be the result once coordination is established, and the “duplication of effort” is positively impacted.

A waiver of the Request for Proposals process is requested, as Michael Brosnan is best suited to lead this initiative in San Mateo County. Mr. Brosnan is recently retired as the Assistant Police Chief in the South San Francisco Police Department (SSFPD), which is considered the regional leader in combatting human trafficking. The former SSFPD Chief, under whom Mr. Brosnan worked, was asked by Congresswoman Jackie Speier to be the lead in the County for this effort. Mr. Brosnan has been a point person in the leadership of this effort and brings a vast amount of knowledge and credibility in the initiative to address the issues of human trafficking and commercially exploited children.

County Counsel has reviewed and approved the resolution as to form.
