CalVet College Fee Waiver Academic Year 2023:

In accordance with the provisions of the California Education Code, Section 66025.3 (d), the new income limit for otherwise eligible students under Plan B , for the school academic year (AY) 2023-2024 is $15,225

Although, AY 2023-2024 does not start until Summer or Fall 2023, some students apply for the waiver early in the year. Before students can apply for the CFW under Plan B, awards for AY 2023-2024 MUST accompany a SIGNED copy of the student's income tax return for calendar year 2022 OR a non-filing letter from the Internal Revenue Service (IRS) or Franchise Tax Board (FTB) that verifies than a return was not  filed for tax/calendar year 2022. 

The deadline for filing taxes has been extended this year from April 15, 2023 to October 16, 2023 for those individuals who reside in counties affected by severe winter storms, flooding, landslides and mudslides. As of the date of this bulletin, the current list of counties that have been granted extensions can be found in the IRS March 17 announcement.  In order to ensure that students applying for a CFW and claiming non-filing status for calendar year 2022 are not prevented from receiving a timely  CFW approval,  CalVet is offering the following process exception:

CVSO’s may begin processing CFW applications for non-filing students under Plan B for Academic Year 2023-2024.  If all documents are in order, the only outstanding document will be the non-filing letter for calendar year 2022. In lieu of the non-filing letter, students may read and sign form VSD-023, which is attached. If a student refrains from signing the VSD-023 form, their CFW application should be denied and they should be advised of the opportunity to appeal the decision through the normal appeal process.   

College Tuition Fee Waiver Packet 

All documents listed below MUST be provided and filed in our county database in order for us to proceed (NO EXCEPTIONS): 

  1. Copy of Veteran's DD-214 
  2. Copy of veteran's Disability Rating 
  3. Copy of dependent's Birth Certificate. * 

* If step-child or adopted: copy of marriage license or adoption paperwork. 

Tips for a smooth process: 

  • Once all documents have been verified in our system, please complete current DVS-40 (included) 
  • Please call our office prior to completing application to ensure most up-to-date application being used. This form changes frequently, and prior editions become obsolete effective immediately. No exceptions. 
  • Please read information page included with application for further, requirement criteria. 
  • Only one application needed for multiple schools, as long as they're for the same academic year . 
  • THIS BENEFIT DOES NOT AUTOMATICALLY RENEW OR TRANSFER ITSELF. YOU MUST SUBMIT A NEW APPLICATION WITH CORRESPONDING EVIDENCE, AND MEET CRITERIA FOR EACH NEW SCHOOL YEAR!

For Plan B applicants only: 

  • Must provide either a student-SIGNED copy of their federal income tax form 1040 for tax year 2022, or a statement (non-filing letter) from that IRS that verifies that return was not filed for tax year 2022. 
  • Non-filing letters will not be accepted until after April 18, 2023. Also, IRS offices do not issue non-filing letters for last year until after June 16thn. This is applicable for each new year process. 
  • Adjusted Gross Income combined with Annual Value of Any Support from a parent cannot exceed$15,225
