2024 Continuum of Care Builds NOFO (Notice of Funding Opportunity)
On July 22, 2024, the United States Department of Housing and Urban Development (HUD) released its Continuum of Care (CoC) Builds (CoCBuilds) Notice of Funding Opportunity (NOFO) for competitive funding to support communities to reduce homelessness by adding new units of permanent supportive housing (PSH) through acquisition, rehabilitation, or construction. Applications are due to HUD on November 21, 2024. The San Mateo County Continuum of Care (SMC CoC) is eligible to apply for approximately $7.5 million from this NOFO. The County of San Mateo Human Services Agency (HSA) and Department of Housing (DOH) are partnering to solicit applications from eligible nonprofit applicants who are developing affordable housing projects within the SMC CoC area that may be eligible to receive funds under this NOFO. One project will be selected from the applicant pool to refine and submit to HUD.

Project Application
Applications must be submitted by email not later than 11:59 p.m. on September 27th, 2024, to HSA_Homeless_Programs@smcgov.org. The application submission email must:

attach a cover letter on the letterhead of the interested agency and signed by an official authorized to submit the application and warrant its accuracy; and

include a working link to a shared folder or drop box containing the fully completed application form with all required attachments shared with HSA_Homeless_Programs@smcgov.org.

Name the application attachments so that it will be easy for a reviewer to know which required form it is without opening the file.
