On May 19, 2021, San Mateo LAFCo began a Municipal Service Review (MSR) for the City of East Palo Alto, the East Palo Alto Sanitary District and the West Bay Sanitary District. The MSR included reviews of each agency’s financial condition and planning, governance structure and adequacy of public services provided to the community. The service review made recommendations for potential improvements and actions that agencies can take. The MSR does not require agencies to take certain actions, nor does it change the boundaries of an agency.
The MSR was prepared by the consulting firm Berkson Associates in association with Policy Consulting Associates LLC, under a contract with San Mateo LAFCo. The MSR was requested by developers, the City of East Palo Alto, and residents of the City of East Palo in response to their inability to obtain sewer connections for pending development projects in the City of East Palo. While the study is was funded by these developers, the consultants worked for LAFCo and conducted the study in accordance to state law.
